Welche Rolle spielen sie in alten und jungen Demokratien, welche in säkularen oder theokratischen Staaten, in denen sie beispielsweise mit dem religiösen Recht konkurrieren? Ran Hirschl ist einer der weltweit führenden Wissenschaftler auf dem Gebiet des vergleichenden Verfassungsrechts. Nach zahlreichen Studien zur Verfassungsentwicklung und Verrechtlichung der Politik sowie zu Geistesgeschichte und Methodiken des vergleichenden öffentlichen Rechts will Hirschl sich nun auf Konstellationen konzentrieren, in denen das Zusammenspiel von Religion und Verfassungsrecht politische Auseinandersetzungen um kollektive Identität widerspiegeln und prägen. Er will auch die Herausforderungen der verfassungskonformen Verwaltung von Mega-Städten in einer zunehmend globalisierten Welt untersuchen. In Göttingen soll Hirschl helfen, den Standort zu einem Zentrum für Studien zur Interaktion zwischen Rechtsvergleichung, verfassungsrechtlicher Gestaltung und vergleichender Politik zu entwickeln. Hierbei soll er auch intensiv mit dem Göttinger Max-Planck-Institut zur Erforschung multireligiöser und multiethnischer Gesellschaften zusammenarbeiten. Die Ökonomin und Politikwissenschaftlerin forscht zu Gewalt, Konflikten und Bürgerkriegen und deren ökonomischen Konsequenzen. Viel Beachtung fand etwa eine Studie zu den wirtschaftlichen Folgen von Gewalt und kriegerischen Auseinandersetzungen, an der Hoeffler beteiligt war. Häusliche Gewalt verursacht demnach weltweit die höchsten Kosten – sie sind 50 Mal höher als die finanziellen Verluste durch Bürgerkriege. Mit der häuslichen Gewalt ist somit für Gesellschaften eine Gewaltform die teuerste, die bislang vergleichsweise wenig Aufmerksamkeit erhält. Prägend für die akademische und öffentliche Diskussion ist auch der so genannte Greed and Grievance-Ansatz, den Anke Hoeffler gemeinsam mit dem britischen Migrationsforscher Paul Collier entwickelte: Sie untersuchten dabei, ob Bürgerkriege hauptsächlich aus einem Leidensdruck wie zum Beispiel politischer Unterdrückung oder religiös-ideologischen Motiven heraus entstehen oder inwiefern ökonomische Aspekte wie gute Finanzierungsmöglichkeiten eine Rebellion begünstigen. Als Humboldt-Professorin soll Anke Hoeffler die Konflikt- und Entwicklungsforschung an der Universität Konstanz stärken, wo um sie herum ein Zentrum für „Conflict Research and Development Policy“ entstehen soll. Vorgesehen sind Forschungen beispielsweise zur Situation in Liberia und zum Umgang mit syrischen Flüchtlingen in Jordanien. Viele Beobachter meinen angesichts dieser Entwicklungen, dass moderne Kommunikationstechnologien und besonders das Internet hilfreich seien, die Demokratisierungs- und Befriedungsprozess der betroffenen Gesellschaften zu stärken. Ein Kausalmechanismus, den die Forschung propagiert, sieht das Internet als eine alternative Plattform für Gruppenmitglieder außerhalb ihrer eigenen Gruppe. Diese Möglichkeit reduziert die ethnische Mobilisierung und verbessert gleichzeitig die inter-ethnischen Einstellungen. Die modernen Kommunikationsmittel erleichtern aber gleichzeitig auch das kollektive Handeln; dadurch verschlimmert sich das Problem von ethnisch-motivierten Auseinandersetzungen. Im Moment weiß die Konflikt- und Demokratisierungsforschung nicht, welcher Effekt stärker ist. Dr. Weidmann schlägt ein überaus innovatives Forschungsdesign vor, um zu eruieren, wie vorteilhaft die neuen Kommunikationstechnologien tatsächlich sind. Seine Gruppe hofft mit bahnbrechenden Methoden, die in der Informatik entwickelt wurden und zum Teil auch werden, wie groß die protestierenden Maßen bei Kundgebungen tatsächlich sind. Weder die Regierung noch die Opposition stellen präzise Informationen hierzu bereit. Das Team Weidmanns will zudem mit einem Feldexperiment in Bosnien erkunden, wie das Internet inter-ethnische Beziehungen verändert. Eine dritte Studie untersucht schließlich, wie die Internet-Berichterstattung die Verbreitung von Informationen in einem sozialen Netzwerk beschleunigt.
